It is down to negotiation. Generally speaking it is hard to get a fee waived/reduced if you have just applied for a card because it is clear to the lender that you accepted the card on the basis of those Ts & Cs. However, when you come to the end of the intro period and you have paid off the balance, you are in a stronger position to negotiate.
